Upload speed is fast and down load is slow

Iam am a unlimiter personal user from Vietnam

While upload , it is very fast , reach 3MB but download just 256 Kbs

Could you check the problem ?

  I have problems for more than 10 days.
  
  They have no interest in solving any problem. The messages are generic, you read them and you know it does not make any sense.
  
  I do not like the service, I hired the $ 9 personal plan, thinking of expanding into the enterprise. But it was a very big dissatisfaction, I'm going to cancel my plan and I'm going to migrate to another company.
